I have no idea what blow-by is. For cold weather start, both 0w30 and 0w40 should have similar flow characteristics -- cold temperature makes oil thick, hence the roughness, until the engine/oil warms up. I'd be more worried about "thinness of oil" in high temperature environment in the summer (when people tend to drive fast, AC running full blast ..)
I don't think that an equal mix of 0w30 and 10w40 turns into a 0w40. There is no harm to mixing them, I suppose, but there is no need to remove some thru the dip-stick and then add some, really. Just leave it as is until the next oil change.
Not sure where in NE you are located. All Boston area dealers carry Mobil1 0w40, as that's the factory-fill for MY2004 and up. 128Saab, in Wakefield, MA, charges ~$70 for oil&filter change with Mobil1 0w40. It's cheap enough for me that I've stopped hunting around town for 0w40 or 0w30. I've used Castrol Syntec 0w-30 year-round before, as well as factory-fill semi-syn 5w-30, without any trouble.
