If you are sure you have 0V at fuse 30 when key is in cranking position, you need to move closer to ignition switch and measure incoming +30 power to ignition switch and outgoing +50 power from ignition switch.
+30 to ign switch is fed from maxi fuse 4 in engine compartment so maybe you can take a voltage sample there when the no crank occurs.
It starts to sound more strange than usual so I hope you have your measurement ducks in a row so we are not going on a wild goose chase here (no pun intended).
