I had a very similar experience with my 2004 Aero. Turned out the vacuum line highlighted in yellow below was completely detached from that solenoid valve on the firewall.
I replaced all of mine with silicone vacuum line from genuinesaab.com. Six feet will do the whole engine easily with a little left over. If all your vacuum lines are fine and not cracked, I would suspect the turbo bypass valve, which is shown in this picture at the front driver side of the engine with the vacuum line running back to the firewall. Check all the vacuum lines shown in this picture. As a last resort, have the CEL read! Good luck!
