Base Boost?

I'm wondering if my car goes into base boost mode, is that even possible?
Sometimes in the morning on my way to work, the turbo gauge will only go up to about 3/4 into the white. The car will shift and drive fine and I'm able to get up to highway speeds, it just takes a while because of the lack of power.
I have an open SID, and I've noticed the Lambda sensor will jump in between 2500, and -2500 like it's hunting for the correct adjustment.
Also I've noticed that this usually happens when my fuel gauge is reading incorrectly. The ECU will randomally think I've filled up my car with gas.
Sometimes I am able to shut the car off, restart and all is well.
