A lot of codes with lesser importance takes several trips with the fault present before it trips the light to come on.
This particular code is usually such a dead give away code that the valve or vacuum tubing is bad so I'm surprised the light comes back on.
I assume you checked the diaphragm in valve and found it to be broken before you replaced it? If you apply vacuum to the valve and cannot build up any vacuum, it is broken.
If the valve is not broken, it was not the problem to begin with.
