Well - after generous amounts of WD40 and a 3 arm pulley wrench finally got the wiper arms off. - The shrouds came off easy as could be, just had to figure out how to bend it around the hood release cable. - So I finally have access to the motor - Yay - look at the connect to the fan motor and it is two RED wires - WTF - how do you know which one is ground.... lucky for me, I had learned that the wire coming from the drivers side of the harness would be the ground and the one from the passenger side was the hot (again what were the engineers thinking??).
So now that I know the wire closest to the cabin is the ground, I get my voltmeter out and turn on the car to get the blower going. 4.1 volts on fan speed High.. Uhmm not good.
Find a jumper wire and connect one side to the ground side of the system and ground it agianst the engine - HIGH SPEED fan - YAY - again.
So Monday morning I will be ordering myself a brand spanking new fan speed controller.
Again thanks to everyone here who has belped me through this ordeal.
