I have a 99 9-5 SE 2.3 w 44K. I'm in So. Cal use 91 gas, Mobil 1 10W30 and have similar readings to you. My wife drives the car to work about 8 mi on the road and the SID is currently reading 18.5 to 19.5.I also confirm the SID reading by calculating the mileage the old fashioned way and reset the SID at every fill-up. Driving 60/40 Road/Freeway we get about 20.5 to 21. We recently took an 80 mile trip to San Diego and averaged 30 MPG. I find that the mileage starts to fall with about 15K on the plugs (BCPR6ES-11) and I end up changing them. Really easy to do and about $1.50 per plug at Pep Boys. The get a lot of rust orange build-up from the MTBE we have in our gas here. The mileage improves 2 MPG after the change. I check the plug gap at every 5K oil change and reset it to 1.0mm. It usually opens up to about 1.2mm within 5K. If you just had the 30K service completed with new plugs. I would wait and see if it improves.
