Can a car have too little mileage?

Question, looking at picking up another car for work to roll up about 40K miles per year. Found several MY 2003 Saab's and BMW (5series) with very low original miles (15K-22K) The question is can a car have too little mileage that it causes other issues? Would like to get older, low mielage vehicle to run up miles on, but concerned that the previous lack of "excercise" might cause some issues. Your thoughts and comments please!
