Hi: This can happen. The best way to check is to pull the intake at the throttle body and check for oil. If some turbo probably bad. Also, remove the air intake at the turbo and grab the center fin knob. If end play turbo bad. If lots left and right play, turbo bad.
Also consider that the head gasket was not replaced / or done poorly? Check the torque of he head bolts. Ask if the new head bolts were used.
Also take compression PSI to see if there is any issue there. Could be a cracked / bad head, but much less likely.
I have solved this problem on many cars replacing the head bolts and torquing to spec. But if you say a little smoke on startup......Turbo is best guess for the problem.
