I had a 2000 9-5 Aero. Yes, it is necessary to take the dash apart and remove the instrument cluster in order to replace a bulb. Since the car is almost 12 years old you might consider replacing all of them while you have the instrument cluster out.
SAAB recognized the maintenance headache associated with an instrument cluster bulb; later models use LED's. And no, there is no way to use LED's instead of incandescent bulbs.
