The car came with the factory "visibility package", which I believe included HID low-beams and halogen high-beams. The HID bulbs are made by Valeo, so I'm assuming this is a factory item. As you pointed out, there is an electrical pulse in halogen-based systems. That the instrument panel also lights up/flashes in-step with the HIDs makes me wonder if the fault is some sort of short or arcing at a place further upstream (electrically) from the HID controllers? Any thoughts?
