I drove a '99 Wagon for 2.5 years in Finland and never had problems in winter. The car always behaved very well and predictably.
Now I have an '02 Aero Wagon with ESP.. if you drive "normally", ESP never kicks in, but if you try driving too fast in thick new snow or on icy surface, ESP wakes up and does its work.
So, ESP is not required (IMHO), but it may help the driver coping with extreme situations (like ABS).
