I can't see why the problem would be with the cable.
There can be a problem where the clip that fastens the cable jacket to the trailing arm is loose because the bolt falls out. These should be checked for tightness in any case. If this problem occurs, the brakes hardly work at all.
If the cable is otherwise loose from brake shoe wear, you need to adjust the brake shoes, not the overall cable from below the center console. BUT... see below
The parking brakes will have zero wear if operating and used correctly. The shoes will wear if the linkage is rusted up. The drum should be pulled, and things cleaned up and lubed. Not necessarily an easy job. Also put some lube on the backing plate contact surfaces so the shoes can easily retract.
Cables can be stuck in their jackets from corrosion, I don't think that this is frequent.
