Just follow the vacuum line from the Turbo By-Pass Valve back to the firewall and you will find the vacuum line connected ot the solenoid.
Usually this code requres replacement of the Turbo By-Pass Valve as that is the most likely device to fail. Must be Goldjason had already tried that, or tested the BPV, and determined the problem was else where.
