Yes, it is transmission limp-home mode.
In looking into the transmission fluid situation, the 3309 is stated as being a new fluid introduced for use with MY02+ 5-speed AT and the Aero 4-speed. My vehicle is a '01 9-5 and so this suggests wouldn't have required it and OK with DEX. I'm willing to give it a shot and use a more reliable product but the write-up says that there is no advantage of 3309 with the older transmissions (?). At >$5 bottle, it's not a cheap just in case but if it is a quick-n-easy over more expensive and unnecessary repairs, then I'd do it.

The fluid used in this transmission system is a
completely new type due to the increased stress
caused by the slipping lock-up. The fluid is
designated JWS 3309, (Aisin-AW spec). JWS
3309 is a mineral-based ATF with unique
additives, high coefficient of friction and very high
resistance to thermal oxidation. This fluid is
factory standard on model -O2 cars and applies
also to 9-3 (4-speed aut.). JWS 3309 will mix with
Dexron ll and lll. JVVS 3309 is therefore
"backwards compatible," but will not provide any
advantages over standard fluid in earlier 4-speed
automatic transmissions. However, only JWS
3309 is to be used in Aisin AW 33/5 and no other
fluid. The gearbox can withstand a torque of 350
Nrn (258 ft.lb.) that is allowed in 3rd, 4th and 5th

is allowed. Overboost (2.3HOT on Aero) is not

Admittedly, I'm a little confused. I plan to head out to a transmission shop to see if they can pull a diagnostic code for me, and expect after that I'll pull the Neutral Safety Switch to inspect, as well as exchange the fluid using a case of 3309 depending and if only for good measure.
Can keep you posted but if anyone has other input, I'm all ears.
