I've rebuilt a few turbos, both Garrett and Mitsubishi, and never worried about balancing them. I would score the casting on both halfs so you have the angle correct for everything to bolt up. I just did a GT17 $29.00 China kit and had to reuse one o-ring. I put 10,000 miles on the rebuild with about half the miles towing another car. Sometimes boosting with open throttle for over a one minute and she is still going strong.
