vibration at highway speed

My 2002 9-5 Linear manual transmission wagon has developed a strong vibration that only kicks in at around 70mph. It usually eventually goes away if I keep the throttle constant but when I change the throttle input, either accelerating or slowing down, it comes back. This has been going on for a couple of months without getting any worse. It is not detectable at slower speeds. The fact that it's not constant--that the car will eventually stabilize--suggests that it's not a tire balance issue.
I just had the rear shocks replaced and a full alignment, as well as a visual inspection of the suspension components, but my mechanic still can't find the problem. However, he hasn't experienced the vibration because there are no nearby highways where he can drive at 70mph and, understandably, he's not willing to risk getting a ticket.
Could this be engine or transmission mounts? The car has 114K miles on it.
