I do not know about the Xenon wiring, but SAAB definately does not put in all the wiring for all the options. Eg. when I decided to install rear seat heating in my 99 9-5 SE 3.0, I had to not only put in the pads, the switch and the relay, but all wires as well, including the leads to the TWICE unit. Same goes for a number of other options.
