According to the WIS you need to remove the plate around the shifter (two hidden screws beneath the small front cubby), the rear panel of the console (lifts straight up), then the top panel of the console (six screws). The console storage compartment lid will need to be removed too unless it is atached to the rear panel (not obvious in this section of the WIS).
The gaiter then pulls off the emergency brake handle by turning it inside out while removing it (the WIS identifies this step as destructive removal) and the new gaiter is installed inside out then inverted by sliding it along the handle.
If your existing gaiter is fine and has only become disconnected from the console lid, then you need to reinstall the three spring clips which connect the gaiter to the cover. These are visible from the bottom side after removing the console cover.
