I went to align my 2000 wagon last december and was told my upper bushings were shot. Once the fancy pants tool came from England I put in the top two and went back for the alignment. They told me again (and showed me, surprising enough) that the top two were still bad, right rear in particular. I decided that I had installed cheap bushings and decided to replace all 4 just in case. The bottom two were absolutely destroyed. Sure, the top two were probably bad as well... at least the original batch, but the bottoms were just as bad. Change all 4 and save some long term headache.
The plastic cover comes off by removing the metal clip. Just pry the clip up, top and bottom, and it will come off easily. Getting to the bottoms is more difficult than the tops but doable, even if you don't have the threaded rods that come with the kit. Those rods are junk if you live anywhere east of california. I've destroyed 4 already - plenty of oil, just my wimpy hands. I used some hardened bolts with coarser threads and it worked fine.
