Oil leak, headgasket and MPGs

Will MPGs always drop with a bad headgasket?
I had and oil sensor that was leaking. I replaced that, but oil is still dripping from somewhere. I guess it could have been a faulty sensor. I lent someone the car and the oil run low enough in about 2K miles to get the oil light flickering when turning hard. I'm running 5W40. I see oil on the driver's side of the engine, above where a hose comes out going to the back of the engine somewhere. There's plenty crud too behind the back upper corner on the belt side.
Bad headgasket? Something else? How do I start ruling things out? I could try to clean the engine well, but I don't want degreaser getting in my bad CV joint. It's a 2001 2.3t approaching 200K.
I'm in the bad VIN range for the headgasket bolts? Can I DIY this as a preventative measure? Do I just get new bolts or am I better off with a new gasket?
