If one wheel starts to spin the TCS will activate the brake on that wheen in an attempt to transfer the power to the other wheel. If both wheels spin then TCS has no other option than to reduce the throttle. It must be noted that TCS can not look into the future so it can only act after traction is lost. Intentionally spinning the wheels like a drag racing driver isn't something TCS is able to handle.
