The line with the green cap and hoses on it is part of the evaporative emission system the valve it goes to is the purge valve which allows some fuel vapor from the charcoal canister to be scavenged and is also used to correct the air/fuel ratio as read by the oxygen sensor. If the lines start to fail you will get the evap leak codes(ie p0442 or p0455).
As far as your rough cold start and some smoke when I worked at the dealership we had a tech rep from saab come to investigate this problem on numerous cars. We had 12 customer cars dropped off for the week he was in. All the information he gathered all pointed to too lean a start when the ambient temperature is 40 to 70 degrees fahrenheit. And this was a programming issue that could not be changed without federal approval. His words were that to get the low emission certification from the d.o.t. the cold start enrichment was inadequate.
As far as your slight surging in gear at times that would point to either a vacuum leak which you have searched for. Have you checked the brake booster? Also I have seen this as early stage of throttle body failure but often code p1231 will be present if you check for codes but will not illuminate the check engine light in the dash.
