The best way of course is to replace the entire line, though this can turn into a big job depending on access and how corroded the fittings are.
State inspection laws vary. From an operational and safety perspective if you use proper double flares and unions to replace a bad section of line you'll be OK. I use a brake flaring tool with individual dies that can be used in tight spaces and even does bubble flares. (See link below.)
DO NOT USE COMPRESSION FITTINGS!! There are videos on Youtube saying to use them but they are not designed for brake system pressures and may well pop apart at the worst possible time!
These days I like to use NiCopp (Nickel-Copper alloy) brake tubing for line replacement and repair. It bends and flares easily and does not rust. (Don't use plain copper, it's not strong enough!)
