Headlights come on when braking!

Tried to search this problem to no avail.
2000 9-5 GF Wagon 145K, DRL fuse removed.
With dash headlight switch OFF, stepping on the brakes lights up the headlights & brake lights.
With Switch ON, headlights stay on, and brake lights stay on!
With key removed, stepping on brakes causes HL to come on, very dimly.
Can anyone point to the relay, switch or ground point likely to be the culprit? It's too cold to have to fiddle with this outdoors.
