yes that is correct - it's common for some transformers - which the DIC ignition coils are - use oil for heat dissipation and cooling purposes.
It might be possible that storing it sideways for prolonged periods allows for some of the windings to be exposed and somehow allows their insulation to degrade and the fine windings develop shorts. Since 2000 my spares in the trunk have sat with the coils pointing downwards, same position they rest on the engine.
