hot coolant is always flowing into the heater box unless the ACC is set to LO....which is the coldest setting. this is the ONLY time the heater bypass valve is actuated.
Have you tried a self test and re-calibration to see if you have any codes?
Press OFF and AUTO at the same time and the heater computer will put the system through a self test and give you codes if something is wrong. Left side of ACC is how many errors.....right side is code number/. Code 8 means the heat valve on the left has a broken arm.
For the heater, press "Auto" and "Off" at the same time. It should trigger a little self diagnostic test, and on the screen it will display a number if there is a problem. ACC Fault codes | Saab 9-5.com has a list of what each number means.

22 This fault code means the ACC software is corrupt, this will require reflashing by a dealer using tech2
Most ACC systems will work normally with this code.
