If the Valve is connected and functioning properly, and your only other issue is the sole 08 code, then I would imagine that on HI you should have heat on either the passenger or driver's side, with one being stronger than the other. If so, that would demonstrate that the valve is functioning properly and routing hot coolant into the heater core when heat is being called for. If you aren't getting heat on either side, I'd start with the valve plumbing (Vacuum and heater hose).
If you are getting heat on one side, then cycling the temperature on both sides between LO and HI should confirm that one side is varying the temperature as expected, and the other is not. That should help pinpoint which side's lever is broken and generating the 08 code.
Search Google carefully for Saab Heater valve and you should find some images that will help you see where things go.
