overboosting turbo 2002 Aero

I don't drive the family's 9-5 anymore, but I heard the car was behaving badly, which brought me into the loop.
(1) Diagnosis was a torn 2 inch tube/adapter, apparently a common issue with the part "Evacuation Pipe - Genuine SAAB 4752382" connecting to the boost control valve. Saving some money we patched the area with a couple tiny lengths of 1/4 and 5/16 fuel line, w/ an adapter between. So I think that is fixed. I think this area is under vacuum and I don't sense or hear any leak.
(2) Now when driving the car it seems to over-boost. Under moderate and heavy acceleration, the dash dial will go mostly thru the red zone, and I even hear what may be the turbo over-revving. Sounds strained. Is this a sign that the boost control valve is bad, or perhaps a turbo control somewhere else? I mention the first part about fixing the tube in case having this tube part go bad, or a bad fix, could trigger another issue. No other symptoms (yet! we could be burning out the turbo).
