The reason is Liberty Mutual is measuring your loss by their estimate of the market value of the car at the time of the crash. Whatever specific value that might be, unfortunately it includes the value of replacement parts that you had to purchase. You don't get to add the repair bills to the book value, for instance.
I've had success negotiating the added value of improvements like a clear bra, and window tinting, but that was with my own insurance company, which is motivated to keep their own customers happy. They even took into account recently purchased Michelins.
I would be aggressive with the insurance company and try to get a higher settlement. Realistically it isn't going to be much higher, so it probably isn't worth hiring a lawyer at several hundred per hour.
You could try to sue the other driver for damages not covered by the insurance company, but you would have to have a lot of damages to justify that.
