Yes.
For instance, the 30/40/50 Volvo engines have so much vacuum that it throws the needle straight down in a blink.
But many and most Saab/Volvo engines from mid 90s and up have about -0.4 to -0.7 kPa in crank case vacuum.
One interesting tidbit of info.
When I check the older engines from the 80s that really never had any PCV problems even if hoses were broken and vacuum nipples clogged, they usually show around +-0.0 and in some cases slight positive readings.
And they also didn't have oil consumption and cylinder wash down problems and such due to sloppy piston rings.
