Have him check the wiring from the sensor connector. Behind the grill, where its exposed to the elements, it tends to get brittle and break, and when it does that, the display shows the dashes. It was probably sketchy to begin with, and then manipulating the connector to install the new sensor probably snapped one or both of the wires.
This fault causes the ACC to assume that the outdoor temperature is very low (well be low 0 degrees) and cranks your heat waaay up!.
Should be pretty easy to spot and splice in some new wiring. No Tech II is needed for this.
