It's a long shot, but I have found that for intermediate size internal hex (Allen) head bolts my brushless Makita impact driver has been amazingly effective on rusted /corroded fasteners. Things like the retaining screws of brake rotors, which were on the verge of stripping with pure torque alone.
I suspect the high frequency of impact is a factor. If you can drive the next larger Torx, say a T60 into the enlarged hole in the plug, you might have a chance with adapting impact driver to 3/8" to Torx. It's not guaranteed, but something I would try.
