I drove a 2005 ARC for 12 years. Loved it. In '07 I sold it and bought a 2005 ARC wagon and a 2007 ARC with 45k mileage. Based on driving the 07 I say YES, get a newer Saab. The improvement in handling and engine power is worth it alone. Now, if you already drive an AERO, then maybe you wont be as impressed. I also prefer the newer interior ergonomics. About the only thing I don't like is not being able to remove the fuel pump thru the floor opening. Also, don't expect better part reliability. My 2005 I drove for 12 years, only needed a water pump and 1 DIC during 200k miles. On the 07, at 53k mileage I had the Throttle Body go bad and had to replace it !
