The 'rule of thumb' on fan motor failure versus speed control failure is that a failed speed controller will allow the fan to run on High Speed only, because when set to High the controller is out of the circuit.
This 'rule of thumb', which is not perfect, indicates your controller is good but the motor is failed.
IIRC, the controller resides beneath the fan in the fan chamber.
