No CEL at all. Just a longer start.
That is was worse in a heavy rain makes me think it's electrical and not fuel.
The battery cable is a possibility I'd considered, but I'd thought of the negative side. Will have to take a look. There is zero corrosion at the battery terminal, but it could be on the positive cable. 20-something years ago I had on my old C900: in that case the wire to the starter looked fine but was actually badly corroded. (The joys of aging cars!)
