Brake lights always on

New to me 2006 sedan. "brake light failure" indicated, but the issue eludes me. The brake lights are always one (all three) whenever the key is in the on position. This remains the case when I unplug the pedal switch, remove the orange lamp relay, and even when I unplug the bulb panels from the taillights just in case those things were shorting somehow... meaning the 3rd light stays illuminated. I've owned dozens of 9-5s but most pre-2004. I have to assume something is grounding this light circuit out but short of assuming it is a bad wire somewhere. Am I being naive? Anything else I might check?
