The line in your picture is part of the PCV system. The end with the coupling attaches to the oil breather box, and the other end goes to a vacuum port on the throttle body. The valve midways is supposed to be a one-way valve, so as to prevent pressure from the throttle body pressurizing the crankcase. The valve should not pass pressure in both directions. If it does so, then the valve is defective.
