I've been driving a SAAB and living near Caledon Hills (N of T.O.) for almost 10 years and have never had a need for a block heater.
The golden rule is to clean off all the snow (if left outside at work) on the bonnet (hood) and around the air inlets, and let the car warm up for a minute or two...
