... or at least it was in my case. Less than a year ago I bought a 1998 9^5 2.3t which was already out of warranty. During the first inspection my Saab dealer repalced the original ECU, and the recall work and the new ECU were paid by Saab.
As for what the ECU is I cannot tell much, but it does more than engine management. After replacement quite some programming was done. The ECU is in a CD-ROM-drive-sized box somewhere under the windshiel wipers...
