The OE 0W-40 listed in the '00 TSB is only available thru dealers in Europe (TG may, or may not, disagree here). In the US, the only available dealer oil has been semi syn 5W-30. Now, with the '03 9-3SS model's release, dealers are also getting OE/M1 full syn 0W-30. The fact that both of these oils are limited to 30wts is due to fees imposed on auto makers by US CAFE regulations. Even though M1 SuperSyn 0W-40 meets ILSAC GF-3 energy conserving specs, it may not increase the Corporate Average enough for Saab to offer it in the US.
If you want the convenience of dealer oil changes, then most will charge a nominal fee to upgrade to the full syn 0W-30 (the 5W-30 semi IS the warranty-service oil for all Saabs but the '03 9-3SS). If you want the increased protection of 0W-40, you'll have to buy it someplace else.
