If you have a blowout you definitely want to have it on the front. A blowout on the rear tends to cause the car to swap ends especially in a panic situation like a blowout where you want to slow down quickly. With a blowout the car becomes a three legged stool and the two good tires want to be behind the remaining one. You're right about the steering, stopping and wear, but purely from a safety standpoint, a blowout at the front leaves you with a car still pointing forward.
