If I remember my facts correctly, the 9-5 was tested in 99' and 02' only. All stats from 99' are being applied to 00' and 01'. The 99' received an "average" rating for one reason only. It seems that the IIHS performs their tests with the dummy's right foot on the gas pedal. In that position, IIHS determined that the dummy may receive some foot damage during an offset collision. Well, it turns out Saab did some homework and found out that the majority of drivers have their foot on the brake pedal during front end collisions. With this knowledge, Saab created a breakaway brake pedal that releases upon impact. Your 00' has this exact feature. In '02 the IIHS accomodated Saab by placing the dummy's foot on the brake pedal and the rest is history.
This was all reported on one of the network news shows like "dateline." So, I apologize in advance that I can't point you to a link.
