The ECM is Diagnosing your evap system by performing a fuel tank integerity test designed to detect holes greater than 1mm in diameter. No need to thank SAAB, thank uncle sam. It's called OBD2. The Test is designed to be carried out after the front O2 senser passes its test for activity. Then the test moves on(provided the O2 sensor passed)to the evap system. The test conditions are as follows: Idle speed , evap not diagnosed this trip,front O2 passed,no engine load changes. Sounds like filling the fuel tank with engine running fits that criteria.
