The answer is yes. That small piece of plastic is more than the reverse lock out, it also puts the shifter in position to slide into 5th gear (no short shift kit installed). After picking up my car from the valet, it wasn't until I tried to shift into 5th on the highway that I realized something was wrong. The stick went too far to the right and I couldn't find the 5th gear detent very easily.
It might be possible to cut off the reverse lock out portion of the piece before installing it (wasn't an easy installation for me) and have what you are looking for while maintaining the ability to find 5th. My advice.....keep it the way the system was designed. I have been living with it for almost 6 years; I got used to it in less than a week.
