Absolutly. Sometimes what can happen is that the seal around shock piston is starting to leak and the dampening oil inside escape.
That will make just one shock very soft and send the car into a twisting (snake like) motion.
That doesn't mean that "all" shocks are bad from factory but that one had an accident while being manufactured.
You should have both replaced though to make it even.
With low mileage cars that are still under warranty they usually replace just the bad one since the shocks haven't worn that much.
In your case I guess it is up to you and the recommendations from your shop if to replace one or both.
