I'm not positive about this, but I believe all over Europe Saab offered the 900 LPT, which was an alternative to the 2.1l non-turbo engine. The .45 vs. .75 probably refers to bar - the turbo producing .75bar and the LPT producing .45bar. That would be about right - 10-11psi for the full turbo and 5-6psi for the LPT. The "blower" in this case is in fact a turbocharger, just a smaller one than the full turbo engine.
