Screetching Fan Belt?

Until the engine heats up, and if I head out before that, I'm getting that screeeetching sound under the hood that I've always thought was a loose fan belt (yah...dumb girl here). My husband thinks there's some kind of fan belt lubricant you can spray on there to eliminate that noise. But I think that noise means something needs fixed and certainly don't want any fan belts flying around under there. Plus I really don't want folks lookin' at my ride cause of it's noise...rather have them look cause of it's good looks! It could be related to another major problem...seems when I had that $40 "winter checkup" gig done at my Saab only mechanic it's possible he may not have added coolant as the other day my temp gauge went sky high in this cold weather and when another mechanic took a look, yep, NO coolant...fans stopped working...until he filled it up. There's NO leak. After the coolant was added, it's still screetching for about 15 minutes into the trip. Crap, can't trust anybody.
