It sort of a long shot in your case, but both of my headlights went at once when my voltage regulator broke. You can measure the voltage at the battery cable ends with the engine idling - should be abour 13.5 volts. Mine was 14.5. My brights indicator still functioned in this case, so I bet your problem is something else (the relay, as you suspect). You can also examine the bulbs themselves - pretty easy to tell when they are no longer working (as in broken) since the filament will be gone or discontinuous.
