I would try to find another mechanic to look at the car.
As far as the turbo whine, this is a normal thing. Some turbo's are louder than others, but they all do it. I can't believe you suckered your mechanic into replacing it again!
There is only 2 places the turbo can leak oil from.
It shouldn't be that hard to figure it out. Most likely it's the line underneath the turbo going into the engine block. It's a cardboard gasket and is a little tricky to install without damaging the gasket.
The other is the turbo itself, but I don't think that would be the case with a brand new turbo.
Are you sure it's the turbo leaking oil and not the valve cover?
After so many turbo swaps and the oil smoke/smell is still there, I would start looking in other places.
As far as the gauge goes, it's probably a vacuum line somewhere.
Does the gauge move at all or is it stuck at the top of the white?
